The role of Trieste University in R&D training to foster the sustainable development and the European integration of the CEI Region

ABSTRACT:

Due to its particular geographical position and to the very long tradition of Trieste as an “European integrator”, the University of Trieste www.units.it has reinforced in the last decades its specialization toward research and education & training of excellence particularly in the fields of largest interest for the transitional countries of the Central and South-East Europe. In this action, a strongly synergic effect has had and has the continuous growing of national and international institutions and high-tech companies around the University of Trieste and the Area Research Park www.area.ts.it, which are globally known as the Trieste System:

 

the National Institute for Nuclear Physics - INFN (section of Trieste) www.ts.infn.it, the International Center for Theoretical Physics – ICTP www.ictp.ts.it, the International School for Advanced Studies – ISAS (currently an independent University) www.sissa.it, the International Center for Genetic Engineering and Biotechnology – ICGEB www.icgeb.ts.it, the International Center for Science and High Technology – ICS www.ics.trieste.it, the Elettra Synchrotron www.elettra.ts.it, the National Institute for the Physics of Matter – INFM (sections of Trieste) www-dft.ts.infn.it/INFM, the National Institute for Oceanography and Experimental Geophysics – OGS www.ogs.trieste.it, the CNR Talassographic Institute – ITT www.itt.ts.cnr.it, the Trieste Astronomic Observatory – OAT www.ts.astro.it and many other institutions and hi-tech companies (see www.area.ts.it “companies, institutions & labs”) working in the fields of biotechnology, bioengineering, neuroscience, information and communication technology, agriculture, sustainable development, economics, etc.

 

Still today, in all the institutions of Trieste, external researchers and professors and researchers from the University work together. This unique feature of the Trieste System, allows a very good level of research, but also a strong offer of academic education and training in most of the fields covered by research, either for professional or R&D formation.

The integrated environment allows the University of Trieste with the synergy of the other Institutions and companies to offer also personalized education and training to institutions, companies and governments of the near countries, in particular to those of the CEI Region .

 

Among the many active training initiatives of the University of Trieste, those more focused to foster the sustainable development and the European integration of the CEI countries are here briefly presented.

Many of the PhD (research Doctorate) studies, as well as master studies recently activated, are carried out jointly with the Area Science Park and other scientific & economic institutions of Trieste and Regione Friuli Venezia Giulia, which often guest PhD, master and specialization students in their labs [e.g. ICTP, ISAS, ICGEB, INFN, OGS, OAT, ITT, SINCROTRONE, ICS, CRS Marconi (telecommunications), Clamp.co srl (electromagnetic compatibility), Carso (space optics), CETA (applied ecology), Trieste Municipality, Region FVG, Insiel SpA (distributed information sytems for regional e-government and e-health), Telit SpA (cellulars), Alcatel SpA (high speed networks), Italtbs SpA (clinical engineering and health informatics), Telecom Italia SpA, Hydrotech srl (environment), Shoreline (sea environment), IRCCS Burlo (Children Hospital), AOTS (General Hospitals), SSR (Reg. Health Service), etc.].

 

2) The International Center for Transitional Studies - ICeTS www.icets.org(coordinated by the Universities of Trieste and Luiss Guido Carli of Rome),

 

dealing with research and training on the rapid political, economic and cultural changes occurring in countries that have embarked on a transition towards a market economy and a democratic political system and also in emerging countries in general. Effects arising from economic and political or institutional transitions in countries with well-established democracies also fall within the ICeTS scope of research. ICeTS, sustained by the Italian Confindustria, has a prestigious international steering committee.

 

3) The Inter-universitary Network Uniadrionwww.uniadrion.unibo.it(coordinated by the University of Bologna),

a network of the Universities of Ancona, Banja Luka, Beograd, Bologna, Corfù (Ionian), Ioannina, Maribor, Mostar “Dzemal Bijedic”, Mostar (Croatian), Patras, Podgorica, Rijeka, Sarajevo, Split, Beograd (Arts), Tirana, Trieste, of the Alternative Academic Network of Beograd, the Dubrovnik International University (DIU), the Institute for International Relationships of Zagreb, ICETS (Trieste, Rome)and the University Center of Koper-Capodistria:

 

a very large inter-university institution of all the balcanic-ionian area, founded according to the Ravenna and the Ancona Declarations, which is planning, among other activities, to open in 2002, in collaboration with the Italian Ministry for Foreign Offices, training on:

1) design and build-up of multimedial didactic tools 2) sustainable development of agricultural, rural and environmental systems, 3) experts planning, management and development of cultural tourism for the adriatic-ionian area, 4) protection, cataloguing and promotion of cultural heritage, 5) economy for the sustainable development of the transportation systems.

 

4 ) The Adriatic-Balcanic-Ionian Cooperation on Biomedical Engineering (ABIC-BME) , www.tbs.trieste.it/ABIC-BME under the umbrella of Uniadrion (coord. by University of Trieste):

an educational & training multidisciplinary network signed by the Universities of Ancona, Bologna, Firenze, Molise, Napoli, Padova, Rijeka, Split, Trieste, Udine and Zagreb:

 

to promote the international inter-university cooperation in the field of biomedical engineering, for the international education in 1) clinical engineering, 2) medical and health informatics, 3) health telematics, 4) telemedicine, 4) HTA (Health Technology Assessment), 5) health economy and 6) health organization, with traditional as well as with tele-didactic courses.

The network is currently organizing education and training at all levels for engineers, medical doctors, economists and physics. In 2002, three combined 2 nd level international masters in Management in Clinical Engineering, Health Technology Assessment and Medical Informatics are being planned, starting from the 10-years well-established experience of the Postgraduate School of Clinical Engineering of the University of Trieste www.tbs.trieste.it/SSIC which works with a 35-instititutions network, including – under the umbrella of ICETS - training on the sustainable development of technology in the health systems of the transitional CEI and SEE countries. These activities are supported by governmental and university bilateral agreements.

 

5) A similar didactic network on the field of e-commerce has been hypothesized recently in Ljubljana during the 2 nd Business and Government Executive Meeting on Regional e-Commerce Development, by the Universities of Koper, Ljubljana, Maribon, Rijeka, Trieste and Zagreb .

 

6) The Central and Eastern European University Network – CEEUN (see ICETS web www.icets.org), a network, to be formalized, of about 30 Universities of CE, SE and EE countries.

The network is proposed by ICETS together with OSSFI ( University of Udine), OITS/ITDO ( University of Venice) and CSNEA/CNEAS Study Center as an operational support to the above mentioned actions promoted by ICETS.

In particular, among the various fields, the ICT training activities of the network are planned to be coordinated and hosted by the University of Trieste, in collaboration with the University of Udine.

Author Profile

 

Dr. Paolo Inchingolo, Professor of Bioengineering, Health Telematics and Hospital Safety at the University of Trieste, Faculty of Engineering, has a 31 years career started as Assistant Professor of Human Physiology at the Universities of Trieste and Ferrara. For many years he has been Visiting Professor of Bioengineering at the National Institutes of Health, Bethesda, USA.

He promoted many large projects and centers in the fields of clinical engineering, telematics, telemedicine, medical informatics and advanced biomedical instrumentation.

In 1991 he founded the post-graduate School of Clinical Engineering of Trieste, signing about 50 agreements with research centers, hospitals and companies.

At the University of Trieste he is currently Delegate of the Rector for Telematics and Director of the School of Clinical Engineering, while in Insiel - Regione Friuli Venezia-Giulia he is Technical-Scientific Coordinator of the projects of development, innovation, security and normative of the regional telematics, including the regional health service.

In Rome he is founder member of the Mediterranean Institute for Health Telematics (IMTES), founder member of the LabCon (Knowledge Lab) Consortium of 17 Universities and Telecom-Lab spa, as well as ICT responsible of the International Center for Transitional Studies (ICETS), between the Universities of Luiss and Trieste, where he works within a MAE Italian-Croatian protocol for Telemedicine. He is Italian Coordinator of the Agreement between the University of Trieste and the Croatian Ministry of Health, co-founder, with other 20 Universities, of the “ Adriatic-Ionic Virtual University” (Uniadrion), Executive Director of the “Trieste Action for Health Technology Assessment” (TAHTA), and coordinator of the 11-Universities Adriatic-Balcanic-Ionian Cooperation on Biomedical Engineering (ABIC-BME). In Brussel, he is recently collaborator of the Research General Direction of the UE for the extension of the European Research Area to East Countries.
